Black Get Back at UNC:  De jure segregation continued at University of North Carolina with UNC-Greensboro Nanoscience degree authorizations on Erskine Bowles and Dr. Harold Martins watch?

“Although the degree is in Nanoscience (and does not include Nanoengineering), students will be given the opportunity to take relevant courses at the School of engineering at North Carolina A&T University and will be able to work on collaborative projects with faculty in the School of Engineering.” [4]

  The 1.4 Billion dollars question representing the potential loss of UNC federal funding, did the University of North Carolina –  the legal name of the NC Board of Governors (BOG) - with statutory supervision of the 16 constituent public universities in the UNC-System – implement segregationist  policies of discrimination, separate and unequal dual system of education, and denial of equal protection  when it table without consideration UNC Policy compliant NCAT/UNCG joint M.S. and Ph.D. interdisciplinary Nanoscience degree programs with authorization of stand-alone M.S. and Ph.D. interdisciplinary Nanoscience degrees at the HWI University of North Carolina Greensboro (UNCG) non-compliant with UNC Guidelines for Academic Program Development subsection (B.), [24]  dependant on Nanoscience students be given the opportunity to take courses at the School of engineering at HBI North Carolina A&T University and be able to work on collaborative projects with faculty in the School of Engineering, which UNC Policy for  Academic Program Planning and Evaluation pertaining to Interdisciplinary Degrees 400.1.1[R]   says “ if  more than one campus is involved in offering the program it would also be a joint degree”, which  incorporate the Erskine Bowles UNC General Administration managed Amended and Restated Management Agreement (JSNN April 24, 2009)  organizing principle Nanoengineering degrees will be awarded by HBI NC A&T and Nanoscience degrees will be awarded by HWI UNCG, discriminating, depriving NC A&T of equal protection and due process, enrollment growth funding, degree credit, and benefit of prior appropriations for Nanoscience faculty.

 

Did the Board of Governors use sound educational judgment when authorizing stand-alone MS and PhD Nanoscience degrees at UNCG in conjunction with the Joint School of Nanoscience and Nanoengineering at Gateway Research Park when almost all of the occupations affected by nanotechnology will require a B.S. in engineering with an understanding not only of electrical, mechanical and civil engineering, but biology, physics and chemistry as well [1] when excluding HBI NC A&T the Largest producers of black engineers in the country from offering Nanoscience degrees and authorizing stand-alone MS and PhD degrees at Liberal Arts HWI UNCG which doesn’t offer engineering.  N.C. Did the Board of Governors use sound educational judgment in excluding HBI NC A&T from offering Nanoscience degrees and authorizing stand-alone MS and PhD Nanoscience degrees at UNCG in conjunction with the Joint School of Nanoscience and Nanoengineering when Nanoscience and Nanoengineering are "nascent Nanoscale technologies still largely experimental"[23] when "NC A&T has a 12-year history in Nanoresearch and two centers of excellence for Nanotechnology  and Nanoscience." wrote Sharlini Sankaran for NCTechnology.com. [3] and conducted over 11 million dollars of Nanoscience research between 2000-05 compared to less than 45,000 dollars at  UNC-Greensboro. [24]
 
Did the NC Board of Governors’  having established  a Ph.D. in Nanoscale Science at HWI UNC-Charlotte, authorization of  stand-alone Nanoscience at UNCG excluding  HBI NC A&T, subsequent authorization of M.S. Nanoengineering degree at HBI NC A&T, actions constitute a denial of equal protection to HBU NC A&T and implementation of a dual system of education  in-which Nanoscience degrees are awarded at UNC Historical White Universities’ UNC-Charlotte and UNC-Greensboro and Nanoengineering degrees at UNC Historical Black College NC A&T. 
 

How could HBI NC A&T build a distinct competitive Nanoengineering degree program facilitating HWI UNCG access to its School of engineering, faculty, courses, and research. And other than white privilege why is Liberal Arts HWI UNC-Greensboro in the Nanoscience picture?
