Its programs include engineering, arts and sciences, agricultural and environmental sciences, business and economics, education, nursing, technology, and graduates studies.  “ The expected roles of a land-grant institution, is teaching agriculture and engineering, and providing cooperative extension services”.  NC A&T's 2001 amend University Master Plan called for developing 75 acres  of land along East Lee Street targeted to develop new opportunities for both research and education in both the private and academic arenas between the University's technology and agricultural research and its students, which didn't include across-town historical white UNC Greensboro and its members of the Greensboro business community.

September 2004 NC A&T State University celebrated the sighing of Memorandum of Understanding  with the U.S. Department of Agriculture (USDA) with the opening of the National Resources Conservation Services Eastern Regional Technology Center whose service area consisted of 24 states and the Caribbean area. The Greensboro Center was also home to the remote sensing lab.  The Memorandum of Understanding says A&T has a working farm with modern facilities and farm equipment. NRCS will benefit from the use of this farm by  being able to provide hands-on training to NRCS employees. NRCS can sponsor field studies that can serve as demonstrations to both NRCS trainees and also local and regional farmers. A&T constituents will also benefit from this type of applied investigation. Finally, A&T faculty and students can also benefit academically by conducting scholarly research and publishing this information.

August 14, 2006 Terrance Feravich email to Joe Henderson, John Webb,  CC Robert Nelson; John Merrill: I was hoping that we might have an opportunity to sit and walk through any hurdles that you see in proposed lease between NCA&T/UNCG joint Millennial Campus and GCID.   Talking with John of Friday.  I've learned that he has gained a significant commitment from the USDA for up to a 50,000 sq. ft. new building.  While they understand that we are working hard at getting things properly set-up for all parties and are being patient, my sense is that it would be in the best interest of this new venture to get that first client off to a healthy and timely start.  I'll be in Raleigh Wednesday for a couple of meetings ... and would welcome the opportunity to work the issues that you are see in the lease.  I know that John Merrill is also pretty flexible this week is well.  Sorry to be a bit of a pest with this important issue and I appreciate your understanding.

Chancellor Sullivan introduced John Merrill, Director of the GCID, and gave a short history of the Joint Millennial Campus to the new members of the Board of Trustees. John presented a power point presentation of findings of the consultant firm working on the Master Plan for the campus. John Merrill then requested approval from this Board of the Master Plan for the South Campus of the JMC (75 acres adjacent to the NC A&T Farm).

Created by  Action Greensboro, Union Square Campus is a key  initiative of Opportunity Greensboro, a working group of leaders from Greensboro businesses, foundations and higher education institutions.  This national model of collaboration is identifying and acting on opportunities to transform our wealth of educational assets into economic success—creating for Greensboro a competitive advantage for business growth.

The first campus building will focus on training and education for healthcare professions.  Nursing education at Union Square Campus will engage students at every level: 2-year Associates Degree, RN to BSN and  accelerated BSN programs, Doctor of Nursing Practice, and continuing education certificate programs.

The initial key stakeholder/tenants: UNCG, NCA&T, GTCC, and Cone Health.  The space would house expansion of the
university nursing programs, community college nursing programs, and training facilities for Cone Health.

 The approximately 105,000 square foot building is estimated to cost between $37- 40 million including land, infrastructure and equipment. It will be a cornerstone of the broader Union Square at South Elm project and serve as a stimulus for surrounding mixed use private development.


 
THE UNIVERSITY OF NORTH CAROLINA 2013-15 Capital Budget Priorities call for UNCG Nursing/Classroom/Office Building 2014-15 Request (planning) – $13,133,200. The project would house the School of Nursing, which would occupy approximately 50% of the space.  Currently located in four buildings and space constrained, this project would allow the School of Nursing to expand its enrollment and realize the collaboration and efficiency benefits possible by being in one location.  Note: THE UNIVERSITY OF NORTH CAROLINA 2013-15 Capital Budget Priorities called for new facilities for NCSSM, UNC, UNCW, ASU, UNCC, UNCG, and ECU but no HBCU’s.    March 15, 2016 bond issue approved providing a $105 million Nursing/stem building at UNC-G. The approximately 180,000 GSF new building will consist of laboratory and support space, academic teaching facilities, and offices . 
 
NCA&T existing Nursing facilities consisted of 48, 000 Sq. Ft. refurbished Noble Hall. Adjacent Hines Hall was renovated ($1,700) in 2013to house NC A&T Simulation Center and Virtual leaning lab. NCA&T average Nursing enrollment 2009-2013 was 119students. The NCA&T (Tenant) projected 105 enrollment at Union Square constitute 88% of the average enrollment and 25,000 sq. ft. lease constitute a 50% expansion for Nursing facilities, at a time when the BOG was considering terminating the largest component of NCA&T’s BSN program - traditional nursing program. NCA&T will offer classes in this location for students in both its Accelerated Second Degree (ABSN - a program whereby individuals who already possess a bachelor's degree take an accelerated program to earn a degree in nursing) and RN-BSN (BSNC- those students who have already passed the nursing exam, but have not earned their bachelor's degree) programs. The Tuition in State for the ABSN and RN-BSN is $5420(1 year) and RN-BSN is$3534 per year, neither program Tuition will cover the approximate $6000 per enrollee lease payment to Union Square. Combining Union square public record information and figures in the public domain, based on maximum lease costs, leases will cost NC A&T $6000 , GTCC $$4, 200 and UNCG $ 9,500 per enrollee but will only cost Cone Health 168 per enrollee.  Cone Health 2,800 enrollees is seven times the Public University enrollment whose lease fee of $470,000 is the least lease fee for a token 500 sq. ft. of fixed space.  A&T will receive only 3000 sq. ft. while GTCC will receive 6,000 sq. ft. of fixed space for the same Lease fee of $587,500. UNCG enrollment of 232 is two hundred enrollee greater than the 32 students projected in their request to establish DNP degree which also said the university could house the program for three years using existing facilities.  Furthermore UNC Board of Governors 2015-16 & 2016-17 Strategic Capital Priorities call for spending $124,765,400 for UNCG Nursing and Instructional Building. 
 
 
The facility is expected to cost about $37 million including equipment.  The balance will be paid by debt service funded by lease payments from the tenants.
 
 
 
Union Square Campus, Inc. space would house expansion of the university nursing programs, community college nursing programs, and training facilities for Cone Health.   UNC Board of  Governors' Committee on Education Planning, Policies, and Programs  received the  2014 annual  Nursing (NCLEX-RN) report for academic year 2013.  Board Policy  requirement the President will ask the Board to initiate program termination procedures for any program having first-time passing rate of less that 75% for two consecutive years.  

Chancellor Harold Martin's NC A&T nursing program did not achieve the BoG minimum pass rate of 85% for four consecutive years.   Board move that new admissions to the nursing program be suspended for all students admitted after 2014 and a panel convened within sixty (60) days to review possible program elimination at North Carolina A&T State University.

NC A&T Chancellor Harold Martin and allegedly UNCG Chancellor Linda Brady without authority and unlawful  claim to be duly authorized to do so, signed Leases with Union Square Campus, Inc. with annual lease amounts up to $587,000 for NC A&T and up to $775, 000 for UNCG,  in the name of their universities.  

Todd Davis Associate General Counsel University of North Carolina at Greensboro : UNC GA approval for lease acquisition specific to this property does not exist because UNCG management flexibility provides Chancellor-level authorization to sign this level lease agreement.   Davis unambiguous indicate lease was not pursuant State Property Office/ Council of State nor alleged UNC President authority.
