Pippen, Sr. The 1.4 Billion dollars question representing the potential loss of UNC federal funding. did the University of North Carolina – the legal name of the NC Board of Governors (BOG) - with statutory supervision of the 16 constituent public universities in the UNC-System – implement segregationist policies of separate and unequal dual system of education, discrimination and denial of equal protection when it table without consideration UNC Policy compliant NCAT/UNCG joint M.S. and Ph.D. interdisciplinary Nanoscience degree programs with authorization of stand-alone M.S. and Ph.D. interdisciplinary Nanoscience degrees at the HWU University of North Carolina Greensboro (UNCG) incorporating an organizing principle Nanoengineering degrees will be awarded by NC A&T and Nanoscience degrees will be awarded by UNCG that is non-compliant with UNC Guidelines for Academic Program Development subsection (B.) and Academic Program Planning and Evaluation pertaining to Interdisciplinary Degree 400.1.1[R] ”
“Although the degree is in Nanoscience (and does not include Nanoengineering), students will be given the opportunity to take relevant courses at the School of engineering at North Carolina A&T University and will be able to work on collaborative projects with faculty in the School of Engineering.” [6]
Did NC Board of Governors’ authorization of HWU Liberal Arts UNC-Greensboro use HBCU NCA&T’s curriculum, faculty, and research, to establish competitive stand-alone Nanoscience M.S. and Ph.D. degrees which UNC Policy says “ if more than one campus is involved in offering the program it would also be a joint degree” discrimination, and deprive NC A&T of due process, enrollment growth funding, degree credit, and benefit of prior appropriations for Nanoscience faculty. Did NC Board of Governors’ having established a Ph.D. in Nanoscale Science at HWU UNC-Charlotte and the subsequent exclusion of HBCU NC A&T from offering a Nanoscience degrees (Nanoscale/Nanoscience are interchangeable terms) constitute a denial of equal protection to HBU NC A&T and implementation of a dual system of education where Nanoscience degrees are awarded at UNC-Historical White Universities’ UNC-Charlotte and UNC-Greensboro and Nanoengineering degrees at UNC Historical Black College NC A&T.
In 2008 and 2009 HBCU North Carolina A&T (NCA&T) and HWU University of North Carolina Greensboro (UNCG) submitted UNC Policy compliant joint NCAT/UNCG Requests to Establish Ph.D. and M.S. Interdisciplinary Nanoscience degrees pursuant a JSNN Management Agreement ( dated March 03, 2008) - a formal agreement to offer a program of study required by UNC policy for interdisciplinary degrees, Regulations for Academic Program Planning and Evaluation [400.1.1[R] ]. The Erskine Bowles- UNC-General Administration (UNC-GA) referencing a document titled Joint Program Reporting Requirements dated 12/1/08 informed NCA&T and the UNCG the original Memorandum Agreement between the two institutions...is contrary to methods now recommended by General Administration. As such, the Memorandum (Management Agreement) from March 3, 2008 needs to be revised, updated, and reapproved. In Nov. 2009 and Jan. 2010 the BOG establish stand alone Master’s and Ph.D. interdisciplinary Nanoscience degrees at UNCG founded in an unsigned alleged UNCG revised Master’s request created and submitted by JSNN Dean Dr. James Ryan – an UNCG/NCAT employee who UNCG has not responded to the question of whether Ryan actions were within the scope of his employment- to Dr. James Sadler Associate Vice President for Academic Planning (UNC-GA) which was placed in the disciplinary file. The Bowles-UNC-GA carried summaries from the Ryan document to BOG with recommendations to establish stand alone Master’s and Ph.D. in Nanoscience at UNCG non – compliant with UNC Guidelines for Academic Program Development (B) [400.1.1.1[G]] which says the chancellor signature is required for a new degree request and to certify the proposal to establish a new degree program has been reviewed and approved by the appropriate campus committees and authorities.[ 400.1.1.5[G]. The BOG established UNCG Nanoscience degrees are reliant on its Nanoscience students ” be given the opportunity to take relevant courses at the School of Engineering at NCA&T and be able to work on collaborative projects with faculty in the School of Engineering” . Non-complaint with UNC Academic Program Planning and Evaluation pertaining to Interdisciplinary Degree [400.1.1[R] ] which says “ if more than one campus is involved in offering the program it would also be a joint degree.” the BOG authorized UNCG M.S. and Ph.D. interdisciplinary Nanoscience degrees implemented the Erskine Bowles General Administration JSNN revised and restated Management Agreement (dated April 24, 2009) organizing principles Nanoengineering degrees will be awarded by NC A&T and Nanoscience degrees will be awarded by UNCG” excluding NC A&T from offering Nanoscience degrees, depriving NC A&T of enrollment growth funding, degree credit, and benefit of prior appropriations for Nanoscience faculty while facilitating cross town HWU Liberal Arts UNCG use HBCU NCA&T’s curriculum, faculty, and research, to establish competitive Nanoscience program at UNCG. How can NC A&T establish a competitive Nanoengineering program fascinating UNCG Nanoscience access to its school of engineering, facility, and research? |
